According to calculations, the components that can be reused in urban solid wastes are mainly waste paper, plastic, glass, and metal, among which waste paper accounts for 35% to 40%. If you do not do a good job of recycling, you will not only waste resources, increase waste disposal costs, but also cause secondary pollution and affect our living environment. According to statistics, China imported 3.71 million tons of waste paper in 2000, and imported 6.42 million tons of waste paper in 2001. However, a large amount of waste paper in China has not been effectively recovered and used as garbage for incineration or landfill.

Developed countries had legislation on waste recycling in the 1960s. Since 1965, the United States has enacted waste disposal legislation and has so far implemented a series of recycling regulations and environmental protection measures. In the United States, the recovered waste paper not only meets the needs of domestic papermaking raw materials, but also is exported in large quantities. It has become the world's largest exporter of waste paper. In 2001, the US recovered 42.305 million tons and exported 9.555 million tons, most of which were exported to China. Japan's waste recycling also began to legislate as early as 1967. Through the form of government subsidies, waste recycling systems have been established. In 2001, Japanese waste paper was exported to China by 1 million tons. The amount of waste paper imported by China has accounted for 70% of the total imported Asian waste paper. With the rapid development of the national economy, packaging paper and newsprint paper will increase year by year. If domestic waste paper is not properly recycled, China's paper industry will rely on Western countries to provide raw materials. This is a potential development of China's paper industry. The biggest crisis.

Zhang Yin suggested: We must start from now and hope to get the government's attention and legislate as soon as possible. We need to refer to the successful examples of developed countries. The central government must set up specialized agencies, set recycling targets, and improve the recycling channels while enacting legislation on waste recycling. At the same time, all localities must fully support and cooperate to establish a recycling system. In addition, we must learn from the better operating methods in foreign countries and change the notion that the government should be responsible for waste disposal.
